[ap-intact] INFO: U.S. watchdog warns corruption in Afghanistan is lasting challenge to stability

The U.S. government's special inspector general said the U.S.-funded reconstruction program in Afghanistan is "being placed at unnecessarily high levels of risk by widespread failure to track results, anticipate problems, and implement prudent countermeasures.” Sopko said this in a speech tied to the release of a list of high-risk issues facing Afghanistan. Corruption and rule of law together topped the list.
