The Indian government has proposed setting up 7 overseas intelligence units, including two in China, to check black money transactions and customs fraud. A proposal for creating Customs Overseas Intelligence Network (COIN) units is proposed at Colombo (Sri Lanka), Dhaka (Bangladesh), Bangkok (Thailand), and two in China (Beijing and Guangzhou).
