“In present-day China, however, the leadership corps of the party itself is the only available authority that can prevent state-owned enterprises and relevant government departments from practicing corruption. In other words, the mechanism for guaranteeing social justice is not based on the principle of the rule of law and is occasionally subject to arbitrary decisions. China still has a long way to go before becoming a state governed by law.”
