Local volunteers prevent construction of substandard cold storage in Afghanistan village.  A provincial agricultural department ordered a local company to stop construction work on a cold storage facility after it received a report by volunteer local monitors in Sart Village of Khulam district in northern Balkh province that muddy material instead of cement was being used in the stonework of the project.
