[ap-intact] INFO: Foreign-invested businesses say they pay “underground” fees in Vietnam to lubricate government apparatus

According to responses to a questionnaire from the Vietnam Chamber of Commerce and Industry, 89% of foreign-invested enterprises (FIEs) in Vietnam say if they do not pay “commissions” to state agency officials, they will meet  with unfortunate action or behavior.
