Corruption in municipal bodies poses 'biggest obstacle' in China’s battle vs graft

Rampant corruption at the municipal level could be the worst obstacle Chinese authorities face in their fight against graft. The problem was highlighted recently as media reported more cases involving local-level officials taking bribes collectively. Zhang Ming, a professor of political science at Renmin University, said that such widely entrenched corruption at the local level was even more of a problem than corrupt senior officials. "It's no use cutting off the branch of a tree if the roots are diseased," Zhang said.
