[ap-intact] INFO: Ending corruption starts at the top, says PNG governor

PNG's government needs to take the lead at the top level to put a stop to corrupt activities happening in the country, said Port Morseby and National Capital District governor Powes Parkop, adding that if the top is doing nothing in fighting corruption, then people down the line will be involved in corruption as well.
